Local Authorities Pensions Trust (LAPTRUST) has a history of more than 90 years, when it was established as a pension scheme for employees of the then Local Government Authorities. The basic objectives for Laptrust DB Scheme are to enhance returns while maintaining membership and ensuring a healthy funding level to ensure sustainability. The 63-year-old Anderson Ofafa Estate in Kisumu was to undergo a facelift thanks to the County Pension Fund and Laptrust Fund. The county authorities intended to embark on a two-year low- cost housing project which came at a time when the city’s bulging population continued to pile pressure on housing demand amid an acute shortage of low-cost houses. The project sat on 6 acre and would comprise of a total of 14,000 1, 2 and 3 bedroom apartments units. Other amenities included shops, landscaped gardens, parking silo and a kindergarten.
The proposed dwelling design unit was evolved from the basic human needs. The unit was complete within itself in a way that provided space for different activities, areas of privacy and possibility for expansion and growth as a continuing design expression.
The landscape design embodies affordability and high-performance, providing a low-cost, high-value solution capable of withstanding intense use. It prioritizes sustainability and low maintenance, ensuring ecological and financial viability for long-term use with minimal upkeep, while also promoting climate-friendliness through planting designs tailored to Kisumu's climate. The landscape's flexibility allows open spaces to adapt to diverse groups, accommodating various ages and genders, and it emphasizes incremental growth to maintain continuity in the phased implementation of project features..
